The surplus — the first of Barack Obama’s presidency — was the result of both increased tax collection and lower government spending. Before April, the government had not run a surplus since September 2008, the month that the financial crisis struck the U.S. economy.
The CBO’s estimate is released before the Treasury Department’s monthly budget report. That report is scheduled for later this week.
CBO estimated that receipts were $30 billion higher in April than the same month a year ago, due to declining refunds that month and higher corporate income tax receipts. Spending fell by $69 billion compared to April 2011, marked by lower outlays on defense, Medicaid and the Postal Service.
Government spending and deficits are shaping up to be a main issue in the presidential campaign, and the monthly surplus is a piece of good news for Obama

He told police he had no choice but to shoot. He said he couldn't drive away from Adkins because the dog was in the way and he "thought he had no other options," according to the police report.
CNN was unable to locate the shooter but spoke with a man who identified himself as his father. The man didn't want to be named and stood behind the door of his home, warning that he had a gun in his hand. He defended his son's right to use deadly force

About 150 Afghan schoolgirls were poisoned on Tuesday after drinking contaminated water at a high school in the country's north, officials said, blaming it on conservative radicals opposed to female education.
Since the 2001 toppling of the Taliban, which banned education for women and girls, females have returned to schools, especially in Kabul.
But periodic attacks still occur against girls, teachers and their school buildings, usually in the more conservative south and east of the country, from where the Taliban insurgency draws most support.
"We are 100 percent sure that the water they drunk inside their classes was poisoned. This is either the work of those who are against girls' education or irresponsible armed individuals," said Jan Mohammad Nabizada, a spokesman for education department in northern Takhar province.

Lee Miller and his colleagues at Northwestern University, Chicago, think it is possible to fine-tune this control. They inserted 100 electrodes into the brains of two healthy monkeys to record the neural activity linked to different hand and arm muscle activity.
They then used an anaesthetic to paralyse the monkeys' wrist and hand muscles. By comparing subsequent brain activity with that recorded before paralysis, the team could predict the movement each monkey was attempting, and electronically trigger muscles in the monkey's hand to replicate the expected action. The animals regained enough control to successfully place a ball into a tube in 80 per cent of attempts.

When North Carolina holds an election on May 8, voters won’t merely be deciding the fate of same-sex marriage in the state; they will be voting on an amendment with implications that could affect gay and straight couples alike.
If passed, Amendment One would establish marriage between a man and a woman as the only legally recognized union in the state — a sweeping distinction that would preclude legal recognition for all other domestic partnerships. The broad language of the amendment, which was passed by the Republican-controlled general assembly last fall, has opponents fearful that its passage could ultimately deny both benefits and domestic violence protections to thousands of unmarried North Carolina couples.
Polls have shown that plenty of North Carolina voters support the measure, although caveats abound. A survey by Public Policy Polling (D) last month showed that 58 percent of likely voters intend to vote for the amendment, but many are ill-informed of its actual consequences. For example, 51 percent said they support some legal recognition for gay or lesbian couples, be it marriage or a civil union — yet 34 percent of that same group still intend to vote for the amendment.
